The move comes as Congress discusses a police reform bill named in Floyd’s honor, known as George Floyd in the Police Act, but the talks have stalled. Biden previously set the anniversary of Floyd’s death as the deadline for the bill’s passage.

The Policing Act included a George Floyd justice banning chokeholds by federal authorities and eliminating qualified immunity for law enforcement against civil lawsuits. It will also create a national standard for policing to increase accountability. The House version of the bill passed in March, but the equally divided Senate faces a much tougher road.

George Floyd was murdered on May 25, 2020, by former Minneapolis police officer Derek Chauvin, who was convicted in April on several charges stemming from Floyd’s death.
